The delivery of humanitarian aid in conflict zones remains one of the most urgent challenges in contemporary global crises. Armed conflicts often disrupt access to essential resources such as food, clean water, medicine, and shelter, placing civilian populations at severe risk.

Humanitarian operations are frequently hindered by active hostilities, damaged infrastructure, restricted access routes, and security concerns for aid workers. The ongoing crises in Gaza and Yemen have highlighted the growing difficulties in ensuring timely and equitable humanitarian assistance. In both regions, prolonged conflict has significantly affected civilian access to basic necessities and essential services. Challenges surrounding aid distribution, protection of civilians, and humanitarian access continue to raise serious concerns within the international community.

This issue raises critical questions regarding state responsibility, international cooperation, civilian protection, and the role of humanitarian organizations in conflict-affected regions. Delegates are expected to examine the barriers to effective aid delivery, assess existing humanitarian mechanisms, and deliberate on measures to strengthen humanitarian access in conflict zones.
